Is this the lighting control problem that is responsible for the lights being on everywhere in the building 24-7?

Was this computerized lighting system intended to save money/energy overtime? I wonder if, by having had all the lights on maximum for months on end, they will have they hit a point where it is no longer possible to save energy over the system's lifetime?
